Section 301 (List 3) Tariff Exemption Reinstatement for 2- and 4-layer PCBs

    In February, 2019 the USTR released a list of exclusions from the current section 301 tariffs implemented on products imported from China.  The PCBs Included in that list is 2-layer and 4-layer ones. This exemption expired at midnight on January 1, 2021. On March 23, 2022, it was announced that these exclusions are reinstated. Per the USTR’s notice, these exclusions are listed as:

  • Printed circuit boards, each with a base wholly of plastics impregnated glass, not flexible, with 4 layers of copper (described in statistical reporting number 8534.00.0020)
  • Printed circuit boards, each with a base wholly of plastics impregnated glass, not flexible, with 2 layers of copper (described in statistical reporting number 8534.00.0040)

    This means that any 2- and 4-layer PCBs from China that have or will clear customs after March, 23, 2022 will not be subject to the tariff until further notice.

    The exclusion is only retroactive to October 12, 2021 unless already liquidated. If your company has directly imported PCBs from China, you may be entitled to a refund.
